Although I am still reviewing the legislation proposed by the Special Education Study Commission and testimony related to it, I have identified a major section of the bill that I will not support. I do not believe that the "maximum feasible benefit" standard presently in use should be changed, or that substantial cost savings would result from such a change. If a proposal reaches the Senate floor that would replace the current standard with "free and appropriate" language, I will not support it.

I share your concerns about other aspects of the measure advocated by the Special Education Study Commission, and will be mindful of your insights when the Education Committee advances a specific proposal.
